It’s not too late!

You still have plenty of time to enjoy this year’s Charlie Brown Christmas Tree Grove right in the heart of Downtown Windsor!  The grove this year includes a total of 210 decorated trees, nightly snowfall at 5:30 p.m. and 7:30 p.m., and Family Fridays in the Tree Grove with visits from Santa, live music, crafts for kids, hot cider and treats from 5:00 p.m. to 7 p.m. The Charlie Brown Christmas Tree Grove is up until Jan 1, 2017.  For more a detailed schedule, please visit the People4Parks website at www.people4parkswindsor.org

Storm update Dec. 15 at 5pm

We hereby provide the following update with respect to areas in Windsor currently affected by flooding:

·         Windsor Road at Pool Creek (near Golf Course) is CLOSED due to flooding.
·         Northbound Hwy 101 at Shiloh off-ramp is CLOSED.
·         Shiloh Road at Caletti is open but roadway is partially flooded.

As you drive, please be safe and do not drive through floodwaters.

New Mayor and Vice Mayor

Last night, our Council declared the results of the recent Town Council election on November 8th and as such, seated re-elected Councilmembers Debora Fudge and Bruce Okrepkie.

Furthermore, Council selected a Mayor and a Vice Mayor to serve for the next year. Debora Fudge will serve as Mayor and Dominic Foppoli will serve as Vice Mayor.

Congratulations to Mayor Fudge and Vice Mayor Foppoli!

Residents May Provide Input on Town Budget Goals in Person and Through Facebook Live



At the onset of 2017, the Town will begin its biennial budget process. In preparation for this, the Town is pleased to announce it will be holding a preliminary public outreach meeting to gather resident feedback and ideas on the Town’s budget goals and expenditure priorities for the upcoming two years.
The meeting will be held on Monday, December 19, 2016 from 5:30 – 7:30 p.m. at Town Hall located at 9291 Old Redwood Highway, Building 400 in Windsor. This meeting will also be available through Facebook Live.
The meeting will begin with a brief overview of the Town’s budget followed by a Q&A on “myth-busting” and misconceptions about local government budgets. Throughout the forum, guests will be invited to participate by asking questions and providing input on various budget-related goals and priorities for the upcoming two years. The information gathered in-person and on-line will be provided to the Windsor Town Council for its annual budget goal-setting session in early 2017.

Prop. 64 Meeting this evening, Tuesday, Dec. 6 at 6pm - Windsor Library

A reminder that this evening we are hosting a community outreach and educational meeting on the legalization of marijuana through Proposition 64, and the Town of Windsor's discretionary options under the law. We are actively seeking resident feedback to inform the Town Council as they consider extending the moratoriums in place and next steps with policy options. The meeting starts at 6pm at the Windsor Library community forum room.

Lytton Tribe issue correspondence

For those following the Lytton Tribe's trust land application, the Town recently received a letter from the Bureau of Indian Affairs asking for our comments on certain impacts of their application. The letter has been posted on the Town's Lytton webpage at:

Proposition 64: What does it mean to Windsor?

The Town of Windsor is hosting an educational community outreach meeting to engage residents on what the new Adult Use of Marijuana Act law means for the community, and to answer questions about the Town Council’s recent enactment of a moratorium, and potential next steps.

On November 8, 2016, Proposition 64 was voted into law by the people of the State of California. Many aspects of the law take effect immediately, and some elements of the law are subject to local control and discretion.

The Town Council is interested in resident feedback on the new law, and input on how best to implement this new law in our community. The Town welcomes public input at this meeting.

Community Forum Room

Town officials, including Police Chief Carlos Basurto, Town Attorney Robin Donoghue, Community Development Director Ken MacNab and Town Manager Linda Kelly, will be present at the meeting to answer questions about the new law.

Windsor Town Council to Accept Final Draft General Plan Policy Document and Prepare EIR


On Monday, November 28, at 5:00 p.m., the Windsor Town Council will consider accepting the final draft general plan policy document and directing staff to prepare an environmental impact report for the general plan update project. Additionally, a follow-up discussion on mixed-use land designations and development in the area of east Shiloh Road will take place.

Windsor residents, Town Councilmembers, Planning Commissioners, and staff have been working on updating the general plan for almost two years. The original general plan was adopted in 1996. This meeting is open to the public and will be held at the Windsor Senior Center while the Council Chambers undergoes renovations. The location of the Senior Center is 9231 Foxwood Drive, Windsor, CA  95492. Redwood Highway, Windsor.

On Monday, November 28 at 5:00 p.m., the Windsor Town Council will meet to discuss the Public Review Draft General Plan and give direction to proceed with Environmental Review of the document. Proposition 64 - Recreational Marijuana agenda item

Tonight, the Town Council took the following actions:
1. Adopted an interim ordinance as an urgency measure establishing a temporary moratorium on the outdoor cultivation of nonmedical marijuana to allow the Town to study the impacts of Proposition 64 and provide the Town Council with recommendations.
2. Adopted an interim ordinance as an urgency measure establishing a temporary moratorium on the indoor cultivation of nonmedical marijuana (except under certain circumstances) to allow the Town to study the impacts of Proposition 64 and provide the Town Council with recommendations.
3. Discussed and directed staff to further study the various potential commercial activities associated with nonmedical marijuana and bring back potential policies and ordinances for consideration, in time before the State licensing begins January 1, 2018.
4. Discussed deliveries in Town limits. Staff will bring back a recommendation on this policy in the near future.
5. Directed staff to further study the issue of implementing a non-smoking policy in multi-family housing, and bring an ordinance to Council for consideration.
6. Directed staff to further study and bring back a staff recommendation on possession of nonmedical marijuana in Town buildings.
7. Directed staff to further study the issue of industrial hemp cultivation and bring a staff recommendation to Council at the appropriate time.

What are the impacts of legalized recreational marijuana on Windsor?

We have included for Council consideration two proposed urgency ordinances which would impose a moratorium on outdoor cultivation and a moratorium on indoor cultivation, with limited exceptions. We will also discuss other aspects of Prop. 64 such as deliveries, commercial activities and smoking. Due to the need to address this issue in a quick manner following the election, we appreciate any assistance in getting the word out.

Windsor ranked #7 as a place for homebrewing

This North Bay Business Journal article notes that the Town has been highlighted in a list of cities across the nation where homebrewing of beer is on the rise!

Be aware of fraudulent phone calls in Windsor


Over the last several days, a Windsor resident reported being called by a male subject attempting to solicit personal information. The call originated from a Town of Windsor employee phone number. It was determined that the call likely originated from outside of the United States. The caller likely used technology which enables them to “spoof” any phone number to appear on caller ID. We would like to remind you that Town employees will never ask for your personal information over the phone.

On Saturday, November 5 from 10:00 a.m. to 4:00 p.m. the Sonoma County Registrar of Voters will have a guarded ballot drop off box, where you can drop off your voting ballot securely inside the lobby of Town Hall. Town Hall is located at 9291 Old Redwood Highway, Building 400 in Windsor.

Support Cali and Water Reuse!! Rain Tank Installation at Cali Calmécac School Garden, Saturday, November 5, 10am-3pm

The Town of Windsor is partnering with the non-profit Daily Acts, Engineers without Borders, Windsor Rotary, parent volunteers, and others, to host a rain tank installation workshop at the Cali Calmécac school garden on Saturday, November 5th from 10am to 3pm.  Participants will get the opportunity to learn about the use and installation of rainwater capture systems, rain garden design, and drip irrigation, while helping our next-generation leaders gain a greater appreciation and understanding of the use and many benefits of rainwater capture for landscape irrigation.  Help make this long term project for the school a success and register to participate today at http://bit.ly/2ewEAcP

Open Letter to the Community from the Windsor Police Chief


On Sunday night, October 23, 2016 an unknown person or persons vandalized the Cali Calmecac charter school in Windsor. The vandals spray painted offensive and disrespectful graffiti on various walls and other surfaces of the school. The content of the graffiti was an offensive and racist message that appears to have been directed at the large Latino population of that school. It is extremely upsetting that the children had to be subjected to such hatred and bigotry.
Some have asked whether or not this may have been “just a prank.” Whether this was a prank or not does not diminish its effect on the emotions of the children of that school or the people of this community. As the Chief of Police, I am also a long-time resident of the Town of Windsor and I can unequivocally say that this type of behavior and thinking is not indicative of this Town. This type of crime is unjustifiable and will not be accepted or tolerated in this community.
The Windsor Police Department will continue to investigate this crime and attempt to identify those responsible. We ask that anyone with information related to this crime please contact the Windsor Police Department at 707-838-1234.

General Plan Study Session #15

This Thursday evening, October 27 at 5:30pm, the Town will hold the next joint meeting of the Town Council and Planning Commission on the General Plan Update.

The meeting will start with an overview of Ballot Measure K by the County of  Sonoma staff.

The General Plan Update portion of the meeting includes a presentation and discussion of follow-up topics pertaining to the Draft Land Use and Community Design Element of the General Plan. The agenda item will address (1) land use designations for the Eastern Edge Residential area, (2) revisions to the mixed-use land use designations, and (3) requests for land use designation changes.

Do you want to know what hazards affect the Town of Windsor?  Do you want to help the community become safer?  The Town of Windsor is currently updating its Local Hazard Mitigation Plan (LHMP). This Plan is the Town’s framework to mitigate risks from natural hazards and plan for a safer, more resilient future. Once complete, the Town will seek FEMA certification of the LHMP to maximize eligibility for future grant funding for hazard mitigation. Windsor is currently conducting public outreach, and we need your input on hazards in the community. Thank you for attending & here is additional background

Thanks to our community members who took the time to attend our special Council meeting on Wednesday night, Sept. 28, on the Civic Center Visioning Study. What a great meeting!



Here is a summary of the overview I presented as background prior to the consultants' reports:

At a facilitated goal-setting workshop on January 10, 2015, the Town Council adopted as part of its top 5 major priorities the pursuit of a Civic Center relocation and feasibility/economic study and the pursuit of a hotel on the Town Green. On June 17, 2015, the Town Council approved its 2-year budget for Fiscal Years 2015-17, and approved funding for the Civic Center Visioning Study.

As many community members are aware, since the Town Green and downtown were initially established in 2001, it was always the Town's intent to complete the Town Green by building along the northern edge.  The Town Council, in adopting this goal and funding for the study, expressed that since the downtown has had time to mature, coupled with the improving economy, it is a good time to engage the residents of Windsor to determine what kind of a redesign of this area would meet our future needs and goals for the downtown.   This study is implementing that objective.  

The firm of Wallace Roberts and Todd, WRT, have conducted the study on potential alternative uses of the existing Windsor Civic Center and its immediate vicinity and will present their findings.  

Furthermore, fortunately, the Town had the unique opportunity timing-wise to take advantage of the work of the firm Urban 3, out of Asheville, North Carolina, who is here performing its insightful financial analysis of land use development patterns in close proximity to the various SMART stations along the Highway 101 corridor. Urban 3 has had work taking place in Petaluma and Santa Rosa this week. Urban 3 is working in partnership with local non-profit Urban Community Partnership to support economically sustainable growth in Sonoma County.

As background to the Civic Center Study, the Town Council in 2012 adopted the Downtown Station Area Plan which sought to establish a cohesive transit oriented community in the downtown. One of the opportunities identified in the Station Area Plan was the exploration of intensification or redevelopment of the existing Civic Center site with multi-use development that would define the Town Green’s northern edge with active uses. The Civic Center site and Library were identified as an opportunity site in the Station Area Plan

As further background, in 2006, the Sonoma County Library conducted a Master Facilities study which identified that the Windsor Regional Library was only one-third of the size it ideally needed to be for the service area it covers, which includes the greater Windsor communityLarkfield and Wikiup areas. An updated Library facilities master plan is underway by the Sonoma Library Joint Powers AuthorityThe Windsor Regional Library building is owned by the Town of Windsor, and the Sonoma Library Joint Powers Authority leases the building at no cost, and provides for its operations and staffing.

Windsor’s 2012 Station Area plan also included a guiding principle of promoting the establishment of at least one hotel downtown.Furthermore, the Town’s 2008 Economic Development Strategic Plan called for a feasibility study on the development of a boutique hotel. Such a feasibility study was completed in 2014 with results reported to the Planning Commission and Council for a 40-room boutique hotel, with ground-floor restaurant and meeting space. 

In terms of one of the civic uses currently downtown, the Huerta Gym, the April 2016 approved Administrative Draft of the Parks and Recreation Master Plan calls for a Multi-Generational Community Center at Keiser Park to maximize efficiencies and to replace the Huerta Gym and its program activities with active use and gym space, as well as facilities specifically meant for preschool use.

With respect to the three Civic Center alternatives presented by WRT this evening, staff sought direction from Council on a preferred alternative to include as a component of the ongoing General Plan update. 

The Town Council directed staff to pursue Alternative #2 which places commercial development on the northerly edge of the Town Green, builds a new larger Library, replaces the Town Hall with a new multi-level structure, adds surface level shared parking, creates a new multi-purpose events center on the Green, and creates housing at Windsor Road and Old Redwood Highway.

You are invited! Special Civic Center Visioning Study Meeting - Sept. 28 @ 5:30pm

The Town of Windsor will present a special Town Council meeting on Wednesday, September 28th at 5:30pm in the Council Chambers to review the Civic Center Visioning Study. A component of the study will be an economic review by Urban 3, which is part of a larger effort up and down the SMART rail corridor. Urban Community Partnership is releasing new, focused downtown case studies at three public meetings on Sept. 26, 27 and 28

Santa Rosa, CA. New case studies of potential downtown building projects in Santa Rosa and Windsor will be released to the public next week to illustrate the fiscal and environmental benefits of city-centered development near transit.   

“We want to transform the way we build in our downtown cores to provide value to the community and housing for all in Sonoma County,” said Robin Stephani, Vice President of Pre-Construction for Wright Contracting. “We have reached a pivot point and need to re-invent our path of development to foster smart, healthy, and cost effective growth for the next generation.”

Urban Community Partnership will host three public meetings during the last week of September to present the local case studies to elected officials, city staff and the public.  
  • Monday, September 26, nationally recognized expert on resilient municipal finance Joe Minicozzi of Urban 3, from Asheville, North Carolina, will discuss alternative options for development of a prominent downtown Santa Rosa case study site. Socializing will begin at 5:30 at the Museum on the Square Building, 520 3rd Street, Santa Rosa on the second floor. The presentation will begin at6:00.
  • Tuesday, September 27, Minicozzi will highlight the essentials of financially resilient development at a public presentation at the Petaluma Woman’s Club,518 B Street, Petaluma at 5:45.
  • Wednesday, September 28, Minicozzi, Urban Community Partnership, and WRT will talk to a special meeting of the Windsor Town Council about the Windsor Civic Center. The meeting will start at 5:30 at the Windsor Town Hall.


“Our overall goal is to help create financially resilient communities which promote a better quality of life for a larger portion of our community while being environmentally responsible” said Stephani.

The initial pilot which focused on Santa Rosa was presented in January 2016 during a series of well attended meetings and workshops.  The case studies are focused on long term return on investment and will explore highest and best uses, along with moderate and low potency development options. UCP will also discuss how development choices and policies affect our sustainability targets, social equity, educational attainment, livability and health outcomes.

Urban Community Partnership (UCP) is a cross-disciplinary partnership that works with community members to create economically strong, environmentally healthy towns for all of us. We study the opportunities for development to contribute financially, socially, and environmentally to our future.  

Supporters of this effort are the Town of Windsor, City of Santa Rosa, SCTA & RCPA, Greenbelt Alliance, NorBAR, SE Greenway, Urban Chat Petaluma, Wright Contracting, Rick Theis, Cornerstone, ArchiLOGIX, Fritz Architecture-Urbanism, and other individuals who agree that appropriate development is an opportunity to make our towns stronger, healthier, and more sustainable for everyone.

Have you moved recently? Do you need to register to vote or re-register to vote?

The Presidential Election as well as the Town’s regular General Municipal Election is coming up on Tuesday, November 8, 2016.

If you have recently turned age 18, moved, or changed your name, you will need to register or re-register to vote. To register to vote in time for this election, visit registertovote.ca.gov by no later than 5:00 p.m. on Monday, October 24, 2016 to register.

We Will Always Remember 9/11

Thank you Windsor Fire Protection District for organizing the annual September 11 Remembrance Event on Sunday at Station No. 2. Thank you also to Windsor's KIN Restaurant for providing the hearty breakfast. This year, a piece of structural steel from one of the World Trade Center towers was mounted for permanent display at the station. A special local family who lost a loved one in the attacks was honored at the event. May we never forget the events of that day and may we always continue to honor our public safety first responders.

Recycle your household batteries!

The Town of Windsor accepts used household batteries. Drop off locations are Windsor Town Hall, 9291 Old Redwood Highway, (707) 838-1000 or Windsor Refuse and Recycling, 3400 Standish Avenue, Santa Rosa, (707) 586-5545. Windsor residents can pick up special yellow battery collection bags to be placed on top of the blue recycle cart at Town Hall, Windsor Public Works Department, 8400 Windsor Road or Windsor Refuse and Recycling. General Plan Economic Development Element and Public Facilities and Services Element Review by Town Council and Planning Commission

On Tuesday, August 23, at 5:30pm, the Windsor Town Council and Planning Commission will hold a special joint study session at Town Hall, open to the public, to receive and discuss preliminary drafts of the Economic Development Element and Public Facilities and Services Element of the General Plan. The Economic Development Element addresses the Town’s policies for providing an inviting business climate, a balanced economy, and diverse tax base. The Public Facilities and Services Element addresses the Town’s policies for the location and distribution of public facilities and services.
 

The Town welcomes feedback and public comment at this meeting and at all of the General Plan Update meetings. General Plan Land Use Element Review by Town Council and Planning Commission

On Monday, August 15, at 5:30pm, the Windsor Town Council and Planning Commission will hold a special joint study session, open to the public, to discuss the Preliminary Draft Land Use and Community Design Element of the General Plan Update. This Element addresses a broad range of topics related to the physical structure and appearance of the Town's built environment, including the location and pattern of new development, community design, mixed-use, the urban growth boundary, and policies for specific areas of the Town, including Old Redwood Highway, North of Arata Lane, Shiloh Road East, and other areas. The topic of agricultural buffers will not be discussed at this meeting, but rather at a future meeting, when decision makers review the Draft Environmental Resources Element.

The Town welcomes feedback and public comment at this meeting and at all of the General Plan Update meetings.
