Receive
an update on the Starr Road Pedestrian and Bicycle Improvements and adopt a
resolution amending the Fiscal Year 2016-17 General Fund budget in the amount
of $415,000 for the Starr Road Pedestrian and Bicycle Improvements.

Windsor Lions Club Lease Agreement for Windsor Community Center
Adopt a
resolution approving an Amended and Restated Ground Lease between the Town of
Windsor and the Windsor Lions Club and authorizing the Town Manager to execute
on behalf of the Town.

Preliminary Policy Discussion seeking Council Direction to Staff regarding a
Tobacco Retailer License (TRL) Program
Provide direction to staff regarding aspects of a
potential TRL program and ordinance.

Final Report on Civic Center Visioning Study
Receive final report from consultant Wallace Roberts
and Todd, LLC (WRT) on Civic Center Visioning Study.
